Dictionary content is open for discovery and API usage while preserving moderation and platform safety boundaries.

• Definitions, votes, categories, tags, and locales are treated as public dictionary data.
• Moderation and protected operations remain future-protected behind PLATPHORM_API_KEY enforcement.
• When backend persistence is unavailable, the UI must show degraded/local-only states honestly.
